Tracheotomy tubes were used for a variety of purposes, generally to gain access to the trachea. They were used to administer a tracheotomy, inserted after a tracheotomy to relieve breathing obstructions, remove a foreign body, exploration of the trachea, do a biopsy, remove a lesion, etc. (Lisa Cox, University of Guelph)
